Thank you for writing about the ATV & dirtbike problem! Unfortunately I have a CL&P power line "right of way" in my back yard. It has been like a racetrack in my area of Enfield for years. Finally, I managed to get CL&P to put in concrete barriers and line the area with logs. Now, Ashmead Commons condo association won't step up to the plate to block off the rest of the open area on their land. I even offered to pay to cut down trees on my lot if they would pay to move them.
I had no idea of what an ATV was, or what a "right of way" was when I bought this house. I would warn prospective buyers to look on google maps before they buy a home. If you see a trail around or near the property don't buy it!
