Where to Party on New Year's Eve In and Around Hartford (Dec. 31, 2012)

There are no big balls dropping around here. Ryan Seacrest (or even Brian Dunkleman — remember that guy?) won't be showing up. Will.I.Am's going to be somewhere else. But none of that means there aren't going to be plenty of opportunities to quaff bubbly (responsibly), get silly with your friends and kiss your darling at midnight on NYE.
