City by the Sea Art Fair is back for its third year, a weekend-long celebration of local art, music and cuisine held at Captain's Cove in Black Rock. All artists are from New England, and are showing works related to urban or marine-related subjects. The show's official theme is Light, Water and Industry. (You know... city... by the sea?) The Cove is pleasant enough to visit when there's nothing special going on, so this event should up the ante this weekend.
