According to the American Journal of Hating Fun (actually it was the Journal of the Academy of Nutrition and Dietetics), many Americans over-consume alcohol, and a fair percentage of the public are downright lushes. From the Chicago Tribune:
On any given day in the United States, 18 percent of men and 11 percent of women drink more alcohol than federal guidelines recommend, according to a study that also found that 8 percent of men and 3 percent of women are full-fledged "heavy drinkers."
"And in fact, most adults don't drink at all on any given day," said lead author Patricia Guenther.
"But the fact remains that it is a significant public health problem that many people do drink to excess."
This all sounds troubling until you realize their standards for “heavy” drinking – three drinks in one day for men or two for women. According to this study, it’s binge drinking when a 21-year old football player drinks four Natty Lights over the course of an entire Saturday night. If these people were in charge of traffic laws the speed limit would be 7.
